Wepukhulu replaces Ambani in Mombasa Cabinet reshuffle

Mombasa Governor Abdulswamad Sheriff Nassir has announced a reshuffle of his County Executive Committee, naming Jonathan Wepukhulu as the new CEC Member for Public Administration, Youth, Gender, and Sports. Wepukhulu replaces Kenneth Ambani in the latest changes aimed at enhancing service delivery.

In the new line-up, Ibrahim Khamis Mutwafy has been appointed CEC Member for Blue Economy, Cooperatives, Agriculture, and Livestock, taking over from Kibibi Abdalla. Kibibi, in turn, has been reassigned to head the newly consolidated Department of Environment and Water, a docket previously split between Deputy Governor Francis Thoya and Emily Achieng.

According to Executive Order No. 9 of 2025, Thoya will now be tasked with coordinating and delivering flagship projects across the county.

“The Deputy Governor shall henceforth be responsible for Flagship Project Coordination and Delivery, supervising all of the Administration’s priority areas to be defined administratively,” the order stated.

Emily Achieng has been moved to lead the Department of Climate Change, Energy, and Natural Resources.

The Executive Order also announced structural changes in several departments. The functions of Serikali Mtaani have been merged with the Department of Lands, Urban Planning, and Housing, which will now operate under a single consolidated unit.

Key departments have seen their functions realigned. The County Inspectorate will now be merged with Fire and Rescue Services to form the new Department of Governance. This department will be responsible for disaster emergency response, security of county buildings, traffic management, a special operations unit, beach management, and tourism oversight. It will be housed within the Department of Transport and Infrastructure.

Meanwhile, Governor Nassir has nominated two new Chief Officers pending County Assembly approval. Fatma Nabhani has been nominated for the Department of Finance, Economic Planning, and Digital Transformation, while Ally Goshi has been nominated to the Department of Public Service Administration, Youth, Gender, and Sports.

Additionally, the county’s Smart City Flagship Project will now fall under the Department of Digital Transformation.

CECs Daniel Manyala, Mohamed Hussein Amadoh, Dr. Mbwarali Kame, Evans Oanda, Dr. Swabah Ahmed, and Mohamed Osman have retained their dockets.
