Gov’t releases 200,000 bags of maize to curb flour prices and avert shortage

In a move aimed at stabilizing the price of maize flour and averting a looming shortage, the government has released the first batch of 200,000 bags of maize from the National Strategic Grain Reserve (NSR) to registered millers across the country.

According to Agriculture Cabinet Secretary Mutahi Kagwe, the maize, held by the National Cereals and Produce Board (NCPB), will be issued in 90-kilogram bags to Miller Associations and individual millers at a subsidized price of sh.4,250 per bag. Distribution of the initial consignment will take place through select NCPB depots in the North and South Rift regions.

“This intervention is meant to cushion Kenyans from price volatility while ensuring there’s no disruption in the supply of maize flour across the country,” CS Kagwe said.

To qualify for allocation, millers must submit documentation including their milling capacity, a certificate of incorporation, a tax compliance certificate, and a valid KEBS quality certificate.

The NCPB began receiving payments for the subsidized maize on Thursday, May 22, 2025. Sales and collections are expected to ramp up beginning Monday, May 26.

In an effort to deter stock hoarding, millers receiving maize from the strategic reserve are required to make an upfront payment covering 25% of their total allocation. They must also provide evidence of milling and distribution of the flour before accessing the remaining 75%. Additionally, a maize utilization report must be submitted to facilitate final payment approval.

“All millers are expected to collect their maize immediately upon payment, begin processing, and ensure the timely distribution of flour to the market,” the CS emphasized.

Currently, millers are collecting maize from NCPB outlets nationwide, with major activities reported at depots in Eldoret and Moi’s Bridge.

The government hopes that this timely release and the accompanying safeguards will ensure a steady supply and affordability of maize flour, a staple in Kenyan households.
